M3U Playlists - How to begin

I have been trying to get information about this on YouTube and wherever else I can, but I can't figure out how to actually buy the M3u playlist. I am accustomed to buying subscriptions for a Mac box but nowhere is there information about M3u playlists. Can you please help me understand this? never owned a Smart TV and I now have clients asking me for this service.
