how can i do to watch movies with subtitles(kodi17)

Not much you can do but live with it unless the one that is supplying links turns it off.

I'm not sure this is relevant to IPTV as it's more relevant to Kodi it's self. However you would have to download subtitles for movie or have an srt file. IPTV it's generally hard coded but can be enable and disabled depending on the stream and device.

Narcos is like that by design, it's the same way on Netflix. It's mainly in Spanish hence the English subtitles, but then there are times in the show that are actually English I've been told.
