Hello guys IAM trying to set up iptvsmarters app on my Android tv I don't know what url to put I keep saying url not valid when I go p*.iptvprivateserver.ru

did you put http:// before p#.iptvprivateserver.ru?
make sure theres no typo mistake. also try .ru/c/ in the end
if that does not work then generate new portal and try again.
try to keep country lock to all on papio site.
